1. Billy Mitchell
His figure was so well known as General and father of the United States Air Force during the First World War. Mitchell includes a pioneer in the use of air force within the military to confront enemy fleets.
In 1925, he wrote the book Winged Defense that contains warnings, how weak the American Navy. Mitchell even predicted that Japan could launch an air raid on one of the US military bases in the Pacific, Hawaii.

2. Ferdinand Foch

3. Isoroku Yamamoto
Yamamoto may be the most unique figure. He actually became the mastermind of the Japanese air force attack to the American fleet in Pearl Harbor, Hawaii. In fact, from the beginning he already knew that the attack will not affect much for Japan to cripple the power of the United States.
Yamamoto expressed his opinion, indeed after the attack to Hawaii and then proceed to several areas in the Pacific will give a victory for Japan for one year. But after that the troop strength of the shogun will decrease. The reason, the cost that Japan needed to win the war was too expensive.
